OneNote can't sync notebooks when you've run out of storage space, and notebooks stored in OneDrive have a file size limit of 2 GB.
To fix this problem, first verify whether the notebook is stored on OneDrive/SharePoint or your local computer.
OneDrive or SharePoint
If your notebook is stored on OneDrive or SharePoint:

Check that your notebook does not exceed the file size limit of 2 GB. Browse to the file location and right-click to show the file properties.

Check to see how much storage space you have left for your Microsoft account or work/school account, by going to the OneDrive website and checking your storage in the lower left corner.Sign in
Your computer
Notebooks that are stored on OneDrive or SharePoint are also cached locally on your computer. If you're running out of disk space on your computer, the error may also appear.

Go to C:\Users\[username]\AppData\Local\Microsoft\OneNote\16.0\cache and remove old files no longer needed.

Reset OneNote by going to Settings > Apps > Installed apps and searching for OneNote. Select Advanced options, then select Repair and Reset.
